I see Sousaphones EVERYWHERE!

I was just watching the 1994 film version of Stargate and this caught my eye:

I haven't the slightest idea!
It would probably take looking at all AP stories and photos from around 1993 or so...
It might not even be a Sousaphone - could be a story about a tunnel or something. It just looks like a Sousaphone to me.
