This is obviously lip-synced. The "tuba holder" looks a whole lot like the Late Nite band's bass player, Will Lee.

Though he appears to be "lip-syncing", Bassist Will Lee DOES also play some tuba. I was told he played through H.S., and has played more than once on Letterman over the years (however infrequently).
