I don't hear any tuba in that song, just a low reed and a trombone (baritone?).

The original album notes say Nik Phelps on tuba - other sources say "tenor tuba" or "Baby tuba" so you may be correct on baritone. The
"official video" only shows Tom (and some Emus.)

Of mild curiousity to me is that "business, business" sounds like it's being accompanied by a lean pedal tone WITH the low reed at the same pitch. Bb with a low C bass clarinet, lower with a contralto/bass clarinet,...? That's getting a bit complex.
