Looks possibly like Lee Tsarmaklis for the London Philharmonic since he joined the LPO in 2000

The Principal tuba with The New Zealand Symphony Orchestra since 2001 is Andrew Jarvis but I don't know if he played on LOTR

The London Philharmonic recorded the scores for The Fellowship of the Ring (2001), The Two Towers (2002), The Return of the King (2003), and An Unexpected Journey (2012). The New Zealand Symphony Orchestra recorded the score for The Desolation of Smaug (2013) and The Battle of the Five Armies (2014), in addition to patching some cues in The Fellowship of the Ring, such as the Dwarrowdelf (entering Moria) scene. All 6 films were released in December of their respective years and the scores were all recorded between the July and September prior. So whoever was in those orchestras those years are the tubists most likely.
