In England I've seen them using a kind of pouch with two shoulderstraps to put their tubas in to march with.
Does anyone know the proper name for this accesory?

There's a picture about halfway down the "tuba" article on Wikipedia...is this what you meant?
If so, the bag itself is only a covering for the tuba to protect the lacquer from the scratching of the brass buttons - or perhaps to keep the instrument warm in the winter? The shoulder strap is a pretty standard leather deal that hooks on to the strap rings on any standard Besson tuba, via strategically-placed holes in the bag. The shoulder strap has a little ceremonial covering in the photo above.
To answer your question, if this is the device you're thinking of - unfortunately I don't know where these are made or how you can get them, but I think you're mostly looking for something to support the weight.
You could also be thinking of the double-strap harness made by Meinl-Weston. Here's a link to where you can order them:

Unfortunatly I don't have a picture of it.
What I've seen (and even tried out) myself looks like the first picture but doesn't go up any further from the bottom bow than just below the valves. The straps go over both sholders.
The one I saw was in Holland (where I live) but a rather cheep pressed leather version which started coming loose at the seams within a week. And I was only playing a 56J, not really one of the heaviest.
The nice thing about the pouch is that it sits in really sturdy and allows you to move the tuba like you do on your lap.
