Sure it is. I remember one graduate school that even had listed in the catalog,

Some Secretary at an Unnamed University in the South wrote: Students who die before or after completing their dissertation, but have not yet received their graduation diplomas will receive their degrees postumously and are given all the rights and privileges of any other alumnus of this institution.

Seriously, why do you care? Do you have some reason to think he ever tried to misrepresent his own credentials? (I doubt it.) If lots of people are innocently mistaken about the (pretty insignificant, actually) issue, so what?

But seriously, people tend to get rather touchy when talking about those who have shuffled off this mortal coil. Probably has to do with the whole respect for the dead.
With the common classroom practice of nitpicking everything somebody says on a subject, your question appeared to be a rather callous way of nitpicking the man himself. This, being about a beloved member of the tuba community, roused the ire of the TFJ.
Now, after the inquisition, your answer. To the best of my knowledge, he never received a doctorate though he did complete at least some coursework. I have no clue about a thesis/dissertation.
While (I think) not earned, the honorific of Dr. is not inappropriate when credited to the late, great (Dr.) Marzan.
