I own a 1291 CC also, and I always play that E 12 because open is waaaayyyyy flat. D also needs to go all the way in on mine, Bb comes out a bit; A, both Es, and both Fs come out a bit more, and A on top of the staff is super sharp.
If you can play that E 12, it's the way to go.

G'day all
I tend to use the third valve by itself on my 1291 BBb for the third and fifth partials (D below the stave and bottom line G). D in the middle of the stave (E on CC tuba) I use either open (fifth partial - just think about lipping up or third valve. The next G up near the top of the stave I use one and two.
First space Ab is sharp and needs either a pull or drastic lipping down.
The following is from various posts on tubenet and applies to the 1291 BBb and I seem to remember someone saying that the CC was similar - I've found this very helpful.
1st valve slide, just a hair out.
2nd valve slide, completely in.
3rd valve slide, out about 2,5 cm.
4th valve slide, out about 0,5 cm.
From BBb to Bb:
BBb, open
BB, 2 + 4 (5 cents sharp)
C, 4
Dd, 2 + 3
D, 3
E, 2
Eb, 1
F, open
Gb, 2 + 3
G, 3 (!)
Ab, 1
A, 2
Bb, open
If I use 1+2 I have to pull a lot (4 cm). Low G is in tune with 1+2 and slides pushed in.
N.B. the above is for BBb tuba - put all note names up a tone for CC tuba.
