Yes, that's what it says on the inside of the original edition, with extra parts available from the publishers. I've not heard of any recordings done other than by tubas.

Jullian Lloyd Webber has recorded the Romanza on this album

I believe Bloke once (possibly jokingly) quoted it as his favourite recording of the Romanza!

Incidentaly... on my copy of the V.W. it just says that if played on a euphonium/cello just to read the two marked sections up an octave.

I can't think of any recordings off the top of my head, but the VW tuba concerto is almost a staple for bass trombone players.

Indeed - I've performed the 2nd movement in a few recitals on Bass Bone... oddly enough, never on tuba...
