Probably some really thick valve oil...

I use 5W30 motor oil mixed with my valve oil. 3 parts valve oil to 1 part motor oil usually does the trick.

The Czech text rather points towards Czechoslovakia after the demise of the Austrian-Hungarian double monarchy at the end of WWI.
The post-WWI pitch (from circa 1920) was A=440Hz. Yet the main tuning slide looks quite short.

Looks pretty good! Not all bent up and smashed. If the valves are leaky, it must have been played quite a bit.
