It'd be cool to have an F tuba fashioned out of a small York Eb bugle and some of those conn sousaphone short action valves (and____ rotor). I wonder how it'd work out.

It's a hard question to answer, as the MW 45 has some sort of track record, but the Rusk cut horn is a "one off", that it is probable no one here has played!

Totally different animals. Bob Rusk's cut down F's, while small, are really sweet little horns WITH a low range--very nice horns.
