I'll take a stab at it, although I'm pretty clueless.
Buy two trashed Eb sousaphones and splice them. 600 + labor to include a possible replating. ~1000 - 2500?
New valve set from Meinl, Kanstul, Willson, etc ~1000 - 1500.
Wait for a 4 valve Eb donor on ebay. ~300 to 2000.
Use a cut down King valveset from a BBb horn. ~1000 - sell the bell + labor for trimming loops. ~1000?
