Left-Handed Baritone with reversed 1st and 2nd valve?

It would appear that this instrument has the first two valves swapped from the usual position, i.e. the first valve tubing is shorter than the second. Is this someone's Frankenstein project gone awry? Or does this legitimely date from the period before fingerings were standardized? What era is it from?
