nonexistent 2nd partial

Hey all,

Over the years I've played a few horns that a second partial that is so loose it feels like it barely exists. Like the low F on C tuba except far worse. I've experienced this on tubas ranging from cheap to expensive, and a couple euphs. I can lock the notes in if I deliver 100% of the "slot" myself, but I do like for the horn to at least give me a hint where the note centers. Anyone experienced this, and if so is it caused by something specific? I find it off putting to say the least when I can't even reliably slur from the 2nd to 4th partial with some sense of where reality is.
