I know the following tech. He worked on my Bach Strad 50B3 and converted the linkage when he was in Az.

I do not know about his tuba repair but he has a good rep on the trombone forum. I would trust him with my tuba.

I recommend Curtis Wood in North Houston. He does the best bell repair job i've ever seen. I have a few more recommendations in Austin/San Antonio area, if you are interested.
