Would you want a 20K with a 4th rotary valve?

No. Convert the upper loop of the 1st valve circuit to a ridable slide, and with the great "false pedal" Eb-D-Db that a 20K has, you don't need a 4th valve. Why carry the extra weight when you don't have to?!!
