Quick, semi-stupid question...
When measuring the open bugle it consists of the receiver, leadpipe, through the valve section and then out and around to the end of the bell, yes? Thanks.

Add extra length for "end correction"; about 70% of the bell's radius (so a significant figure for tubas). This is the area surrounding the bell that acts as part of the vibrating air column.
