More details would help. Saying that difficulty does not matter could mean a lot of different things. However, IMHO, Alec Wilder's Effie Suite is still the most "fun" piece in the tuba solo literature.

Another very fun piece, again assuming that difficulty really isn't an issue, is the Koetsier Sonatina.
