Can you replace valve tacquets on a 10J?

Just got in a used Conn 10J. Plays pretty well. The bell needs to be rolled smooth, but that's just my cosmetic wants. The only real problem I find is noisy valves. They look like they have new felts, but they don't feel right. Also, you can wobble the valves back and forth a fair amount with the tacquets in the slots. Can the tacquets be replaced on a 10J?

What would you budget for chem cleaning, new tacquets, new felts, and rolling out a wrinkled, but not cracked, bell?

The valve guides can be replaced and it isn't too difficult. Tuba chem cleans very widely in both price and quality - depending on the shop and the location. $30.00 wouldn't be outrageous for the three piston guides. DLH
