Short of reading the original solo part in F, I don't believe anyone has transcribed this for tuba and orchestra. The original Double Bass part is not to hard played down an octave (where it sounds) on tuba. I think Phil Catilenet changed the key on the famous transcription for most low brass instruments, although I have only played the bass part from the original, so I could be wrong about that.

After some research, I thought i'd share that Capuzzi was originally written for Violone in D, not F, but has been transposed to F for ease of playing on the double bass. EC Schirmer in Mass. has an orchestral accompaniment for rent, in F, if any of you or your students want to play this with orchestra, there is no known orch accompaniment for the catalinet version.Dave Mills, tubrarian
