It's probably a top action. I would be wary of a seller that is registered in china, but selling in pounds. hmm...

Interesting that the ad says:

and then says:
Shipping cost:GBP $ 25 via EMS 4-8 days(to worldwide.)
Shipping insurance:GBP $ 5 (required)

That just means that they're not selling the sport/ute version, only the pickup

3+1 compensator. you can see the 4th valve in the pic. probably EEb. probably ancient due to the bell size. definitely not new.

This is definitely a scam as the Photo is from a listing that finished a couple of days ago. From memory the tuba is an older B&H Imperial model 3+1. Looks like quite a nice instrument but last time I looked it hadn't made the reserve.
Caveat emptor.......Buyer beware.
Incidentally the UK ebay tuba site seems rather prone to this sort of thing, although the scams generally seem to originate in Spain & appear as private auctions from a seller with a 0 rating, normally with pictures & descriptions from finished auctions from the U.S. site.

One of the great occurrences about some web communities is, that they have responsible members, who report fraud, whenever they detect it or are allerted towards it. We should be grateful towards such members of the TubeNet.
The maybe most outstanding sunshine sample here was the recovery of Leland's stolen 3302 a few years ago.
