You've gotta take ANYTHING written by a reporter with a few grains of salt. Appreciate the stuff they get right and just ignore the stuff they don't get right. Most folks won't know the difference, anyway. I've been misquoted more times than I care to think about.

I think it was the repair guy who she was paraphrasing who got the facts wrong. It is interesting that someone believes that the original sousaphones were designed with the bell facing forward. This guy clearly doesn't know his facts about tubas, and I would also not want to use someone who demonstrates this lack of knowledge about an instrument on which he would be working.

If in fact that is the real Chuck McAlexander of the Brasslab in NY, the guy's work has been world famous for a number of decades. Long before places like Dillon and BBC, Chuck was the go-to guy in the Northeast. I would more question the credentials of the "reporter" who doesn't even know how to spell Sousa's middle name.
