I have a besson 983 and I've been using the 3L that came with the horn. I like the sound and the low register that I can get from it, but I'm not a fan of the comparatively narrow cup. I find it limits my flexibility. I play on a Baer mouthpiece for my big horn. I'm looking for recommendations to maintain the 3L's sound but with a wider cup. Any thoughts?

(Also, any strap recommendations for the 983?)

You could try the 2L. The majority of British brass band players seem to play on the 3L but some (including Steve Sykes) favour the larger, more Helleburgish, cup of the 2L. Personally I'm getting great results on a Bach 18 (or to be more precise, the cheaper Faxx copy) although I've had to have the shank turned down as my instruments have the older, narrower B&H leadpipe on them.
