Can anyone identify this Etude?

I very much enjoy playing a swing etude called "Etude 2" for tuba. (See attached image of first two measures, which I trust does not breach any copyright.)
I would very much like to know who wrote it, and where to get hold of a copy. I would also very much like to get hold of a copy of "Etude 1" by the same composer.

Can anyone in the TubeNet community help me solve this riddle?
