Otto Maenz - Anyone has idea who’s he?

Recently I came across a etudebook by Otto Manez (12 specialized studies for Tuba). Although it is quite challenging in the playing and harsh to ones ears, it is worth the time studying the notes. Anyone know who know the history of this composer and not minding sharing it here?
