I have 2 bells, one York and one Holton. The York is 19 1/2 and 4 3/4, the Holton is 19 and 4 3/4. However, both are shorter than 24", and though both are assembled, the only 24" measurement would be a straight line from the bell rim to the middle of the ferrule (i.e., diagonally). I don't know if this is what you meant by "linearly", but I hope excluding these from your choices is as helpful as including them.

I also have a "Jumbo Conn" Eb which is sort of inaccessable, but I remember these dimensions being similar, although the tuba is taller. I'll measure that when I get a chance.

BTW, these are all Eb tubas. Hope this helps.

I just measured a 50-ish Conn monster Eb and although the bell diameter and length are close to your request, the small end is only about 4.22" diameter. You would have to compromise the length quite to about 21" to use it. I took a look at an Olds 0-099 bell and it might work but the bell is only 16" diameter.
On the subject of Frankhorns, I put a Yamaha YBB-201 bell on a Mirafone 186 yesterday. Dimensionally, it matches perfectly (except the taper might be a bit different and the bell diameter is 17 1/4" diameter). Played it last night along side a REAL 186. I think I like the one with the Yammie bell better. The metal is quite a bit thicker and it seems to darken the Mira quite a bit. One thing's for sure.... the garland won't buzz!!

If you are willing to go for broke on that bell you could make it work. Just cut the Buescher bell 1" shorter, anneal it at the small end, run it through some draw rings to shrink it down, re-anneal it, then roll it out on your dent maching using a downward angle at the bell flair. It's hard work but if you anneal and blend far enough up the stack, no one would be able to tell. A little sanding and buffing and you would have it. Make sure you don't anneal it red hot near the seam. Call me if you wish.

A King monster Eb bell is 20" and stands about 23 1/2" inches tall, so it's a slide-pull away from your target. I don't have a "long" 18" York bell, but I'd suspect that it would be pretty close too.

I have a York Eb bell which is 19.25" in diameter, 24" along the axis, and 15" in circumference where it goes into the ferrule as measured by flashlight with a metal tape measure. (That comes out to 4.77" diameter)

I bet it'd take you about 10 days to get Eb fingerings wired. No kidding! And there's a LOT of sweet Ebs around...

Have you considered contacting Miraphone about the dimensions of the bell from their 3+1 Miraphone Eefer?
