The partials you teacher refers to are the resonant standing waves produced when a vibrating air column is introduced into an open tube. (You buzz your lips into your horn) The lowest buzz speed that will produce a note is the FUNDAMENTAL (1). When the vibration speed is increased, different standing waves are produced. When the resultant waves reaches twice the FUNDAMENTAL, the next partial (or overtone) (2) is produced. This gives an octave (whenever you double the standing wave, you get an octave). Of course, the next partial is (3) so this is not an octave, it is in fact a perfect fifth. The (4) results again in an octave (two octaves above FUNDAMENTAL). You can see that the (5) would also not be an octave, it is a third. The (6) yields an octave above (3), (7) is that really "flat" note that you don't play open, (8) another octave above (4), etc.

On CC tuba these would be (1)-C, (2)-C, (3)-G, (4)-C, (5)-e, (6)-G, (7)-Bb, (8)-C

On BBb (or euphonium) (1)-Bb, (2)-Bb, (3)-F, (4)-Bb, (5)-D, (6)-F, (7)-Ab, (8)-Bb
