Occasionally there is a good deal in the universe for a @$2000 horn, but try before you buy, and get someone else to look at it to make sure it's not a pig in a poke.

Be patient and keep bookmarks on your browser for the usual spots where private sales are advertised. This BBS; the Smartgroups tuba-euphonium list, Bassclefbrass, newspaper classified ads, music stores, etc. etc.
Good deals do come along, but like fish, they don't land in your lap because you're hungry.

You can find good 3 valve tubas in playable condition for less than $2000 and often less than $1000. I just sold a 3 valve BBb Besson compensating tuba for $750 and I made a small profit on it. It wasn't cosmetically perfect, but there were no leaks and the valves were tight. Keep looking and you should be able to find a horn.

I have a Conn 4J (4-piston BBb) with hard case that I could be persuaded to part with for the amount that you mentioned. The lacquer is not all there but it plays well. One of my students has expressed interest, but if that does not pan out by June then it's up for grabs. Email me if you are interested.

It's been there for a couple of years. They don't move many tubas in this area and I'm sure they are willing to work with the price to get it off the floor.
