The Neotech harness appears more dedicated to handling a bari sax than a tuba. Take a look at the Meinl-Weston harness. Mine's very comfortable.

I have tried to buy a Meinl-Weston harness from BW&WW but they have not been able to get the straps to attach it since the 1291 does not have rings. Any suggestions?
If all you are looking for is a single strap, the Blue Note Strap uses some unique attachments that are built in to the strap. Basically, you can attach the strap anywhere it's convenient. Try searching TubeNet for 'Blue Note Strap'. Someone even posted a data sheet a week or so ago.

As far as the M-W harness goes... one of my horns does not have an attachment loop on the bottom bow. I'm too lazy to add one so I wrap a luggage strap from an old soft-side bag around the bottom bow a couple of times and attach it to the bottom hook on the harness. The top hooks (there are two on the M-W harness) of the harness just serve to keep the horn upright, so it's just a matter of hooking the upper hooks around a brace or two.

or... you could have some attachment loops added to your horn... a simple job for a repairman.
