The Music Group, now owners of Besson as well as several other major outfits has gone to MAP pricing- Minimum Advertiseable Price. There has been a price increase as well but it was not that steep compared to some other manufacturers.
Call me if you have any questions.

Wasn't there a huge price DROP on the Besson a little over a year ago? by $1300 or so? I remember when I first started looking for a bass tuba the Besson was quite an expensive horn.. over or around $5500usd.. then when I was no longer shopping they could be had for $3800 or so. What is the current price?

One other factor to consider might be the current relative stengths and weaknesses of the US Dollar vs the Euro vs the UK Pound. The Pound is extremely high right now - this might not matter now that Besson has been taken over by the Music Group, but the pound is worth more dollars now than it has been for over ten years.
As far as the tubas go, my understanding is that the parts are made overseas (I had assumed Europe, but who knows?) and assembled in Britain.
