Unfortunately, it is not. That baritone-like mouthpipe is hard to pick out on very many examples, and none include that, bell-up, and the distinctive third valve loop.
Since the serial number begins with "C", I will hazard a guess that it is actually from the H.N. White "Cleveland" line, the name of which could easily be taken for a place. That puts the manufacture about 1930-1935.
