Since Brua Keefer was a buisnessman who took over from Henry Distin, my guess that the numbers have their origin in Great Britain, and tended to the small side during the mid/latter 19th century. As the basses got bigger and branched out from Eb to BBb, my guess is that the smaller numbers, if they ever existed, fell by the wayside.
Heny came stateside, and moved from New York to Philadelphia to Williamsport. When Henry expired, and Brua took over, I would imagine that, for the most part, they left the monster sizes where they were, they just became more common, as did the "monster" bases.
Anything Keefer is from 1909 - 1941.

Instead of talking to your plants, if you yelled at them would they still grow, but only to be troubled and insecure?
