Bill, I assume you're talking about Ravel orchestration of 1922 and not the 1883 published piano version (which is definitely PD).
AFAIK, the first published version of the 1922 Ravel was done in 1929, which does not make it public domain.

Pictures is available on the Gordon Cherry CD ROM. This is a great collection of over 7000 pages for $89. Look at

is on there. I know that Cherry has issued an update, may be it was part of that.
