Wilder Suite No. 2 for Horn, tuba, and piano

Has anybody out there played this piece recently? I'm playing this on a recital and we can't quite figure out what to do about one particular section. In the fifth movement at meaure 47, there is a tempo indication of quarter note = eighth note. Should this section be twice as fast, or twice as slow? We've done both ways, and both sound rather strange, so the third option is that it is a typo.

Anybody like to share how they did this? Thanks!
