Yes, it is Eric Ball. I was lucky enough to perform the arrangement with the Fairey band to win the Nationals on it in 2003 at the Royal Albert Hall. Unfortunately I was sat very close to a Mic, so the live contest recording (

Some great tuba parts, very fond memories of performing it!

I remember Barrie Perrins with great affection. A fine player, a gentleman, yet a real character as well.
