I read somewhere that he had passed away. Now I'm confused.

Happily, your source is 100% incorrect!

I saw Harvey just 16 days ago at Tuba Christmas in NYC and Christian Wiljhelm (conductor of that event) saw him again in Chicago just a week ago.

I spoke with Mr. Phillips and rest assured he is still going strong! He continues to work to herald the virtues of the tuba. We all owe a tremendous debt of gratitude to the accomplishments and contributions of this great man!
