Weril's catalog also shows a 3-valve euphonium in C, their model H612.

If you're really a gutton for punishment, and have plenty of time to tinker with adding the additional tubing, it might be easier to add tubing to an Eb alto horn to take it down to a C instead of trying to remove enough tubing to take a Bb euph up to a C. There is less tubing involved but adding straight tubing is usually a heck of a lot easier than removing conical tubing. Buy a C euph or just stick to the tuba.
