About tubas, the only idea that I would have would be to contact the local symphony player/professor or school. I do not know of rentals in Romania, those sources may. About keys, you most likely will find an F or perhaps a BB flat. CC and EE flat would be rare in Romania to my knowlege.

I remember a helicon made in Timisoara being played by a Romanian tubist at the Smithsonian a few years back on the Mall. You may want to find if the company that made the helicon is still in business, with the exchange rate you may get a nice deal. Also, I have encountered some rather interesting shops in Romania that have some eclectic offerings of used items (you may or may not find a tuba).
