Knowing the proper key would help.

Just use the original horn part.

If it's for Horn in Eb - read it in bass clef, add 3 flats.

If it's for Horn in F - read it in bass clef, add 3 flats, play it on a CC using BBb fingerings. Or else on an F using Eb fingerings.

Try it for a while, you'll get used to it.

To save you some time. Mind the typos in the part. Check some notes against an original part. If I had to do it over again, I'd probably just stick to an original horn part in F and learn how to transpose. I've found it can be a handy skill to have from time to time. (likewise, if you're playing it on F, just read the part like you were playing a trumpet.)

E minor? Maybe you're thinking of the Weber concertino for horn--although I've never heard it performed on tuba. Or maybe the Franz Strauss Concerto No. 1 in C minor?
