It means Tempo of the Polish or sometimes tempo of the people/peasants.

I believe you only really see that marking as part of an almost Polish dance feel such as a Polonaise which is triple meter with no upbeat. I was taught it should feel dignified and stately with a moderate 3/4 time in general flow.

One of the most famous Polaccas, the one in Bachs's Brandenburg Concerto #1, has upbeats to each of period. It appears to thrive fine with 108 to a beat.
