these are amazing tuners, do exactly what you describe, last a life time, but are expensive. There are probably others, but having seen and used that one, they are excellent.

I'm still sad I got rid of my 490 ST.

Making an electronic strobe tuner's not that difficult; I wonder why they're not more common. I've got an old mains-operated Seiko that does this in a straightforward manner. You set the note you want to tune to; a row of 8 LED's is scanned at 8 times that frequency, and an audio amplifier drives the LEDs directly. When the note you're sounding causes the display to stand still, you're right on the money. You can see fifths and other intervals related to the note you're tuning to just like a mechanical strobe tuner.

Korg produces a handful of digital chromatic tuners that are relatively cheap and get the job done. The OT-120 Orchestral tuner is especially handy, though a bit pricy.

Or, get the Dr Beat that plays reference tones and use your ears and not your eyes to learn tuning.

So will my Seiko ST-747. I don't remember exactly what I paid for it but it was under $30... I'm sure. Pretty cool little tuner. It has a fake analog (digital) needle plus a + or - cents readout, and a green light for 'in tune' and two red lights for 'over' and 'under'. Lots of stuff in a little box about 1" x 2" x 4".

Do you think the extra dollars for the metronome functionality is worth it?

The metronome function is good, but it doesn't have sixteenths subdivision and you can't change the volume.
