Fourth valve on a Conn 3J

I met a tubist recently who has a 3J CC Conn Tuba. This person told me their fourth valve was tuned to a flat 1-2-3 combo (like using 2-4), rather than a major fourth as is the usual. I thought this was odd, and then I noticed that this person happened to have their fourth valve slide pulled ALL the way out, about 1 mm of contact to hold it in along with a length of string...hmmm.

I am about 90% certain that they are mistaken - maybe their fourth valve tubing was cut a shade too long at the factory and the seller of the horn made up a story to go with the defect?

When i bought my 2j,it came with an alternate,longer 4th slide.Not sure what it really did,never used it...

The 2J that belongs to my undergrad I refurbished has a standard 4th valve. The 2J a guy plays in community band with me has a standard 4th valve. If his 4th valve was pulled to within a mm of its life, then he's making it up as he goes along.
