Jump not to conclusions, Robert. I've played a number of old 4 valve horns on which the 4th valve tubing equaled 2+3 instead of 1+3. Sander was famous for that. Some old Conns as well. I am not positive about Alexes - I've never played one like that, but it would not surprise me in the least, if the Alex were old enough.
Best way to find out is to play it. At any rate, the fix is usually not such a big deal. And well worth the effort and cost if the horn is a good one.

King has made at least one model, where the 4th valve lowered that BBb tuba a tritone down to EE. Bob Tucci sold a sample 2nd hand back in 1999 from his near-Munich shop.
4th= FOURTH is the by far most common situation on tubas, but it is not a chiseled-in-stone law.

Bob Tucci told nothing about any custom alterations, when I tried to buy that tuba from him. Unfortunately it was on hold for another tubist, who later on completed the deal. He uses it in a clown context. The best photo available of that tuba appears to be this one:
