With my new tuba, I am considering instrument insurance. The whole thing just gets me a little confused.
On average, what does it cover?
Who is your prefered Insurer?

Clarion. You may need to be in the union or join a group (such as American Chamber Music) that endorses them to get a good rate. They cover everything except vermin attack at replacement value. You'll need a price sheet (since your tuba is new) or an appraisal.

You can also write in inland marine policy with regular insurers, but make sure you are clear about your intended purpose (such as professional use) so that they can gauge their exposure and not have an excuse to reject a claim.
