To be able to create and build a tuba is my ultimate goal where could I get training for this.

I know that if you're in the realm of instrument repair schools (I know you're looking for building, but repair will also teach a bit of that to you) Western Iowa Technical or Minnesota State SE Technical (better known as Red Wing) have programs for it...

I think the suggestions about attending a repair school and then apprenticing somewhere are good. That's a long road but if you have the skills and desire, you can do it.
However, there are two examples of 'tuba building' people have done without extensive training:
Brian 'goodgigs' Kane has created his plastic tubas I believe without extensive training. I'm not sure if the design of the body is something he came up with himself or that he copied from another manufacturer. Perhaps he could comment on that.

Another was the fellow who cut a 20J from BBb to CC. His pictures showed that he used meticulous planning and careful craftsmanship to create a new tuba which, he says, works well. He does not mention any repair training- just hours of careful work.
