Fantasie Originale date of Composition

I am trying to find the date of composition for Fantasie Originale by Picchi, and I cannot find it anywhere. Can anyone help me out here? Thanks in advance!

The lineage of this piece is a little confusing. From my research for program notes for a piano version, it appears only the wind band version was made in 1908, yet Picchi lives from 1811-1856.
Hope that adds a little insight. I know it is not the exact answer to your question.
