The level of musicianship needed for a college audition will vary greatly between schools and between tuba professors.
My best suggestion for you is to contact the tuba teachers at the schools you are interested in, take a lesson with them (usually you can get a free one for recruitment purposes) and ask them what you need to improve on in order to get in.
Ask specifically what scholarships are available and what you'd need to do to get one! Ask about what repertoire to play, and what scales you need to learn too!
Going to the local community college for music education will have a completely different set of requirements than if you went to study music performance with Dan Perantoni, Velvet Brown, David Zerkel, Dennis Askew, or any other number of great tuba teachers.
Good luck!

I would add that there are great teachers and music programs at every level from community college right up to your world class conservatories, so be sure not to overlook a school simply because they are not well known--the program I graduated from was not a "big name" but my teacher was Bill Rose--most definitely a world class tubist (Principal Tuba, Houston Symphony for 25 years, Juilliard grad and taught by Bill Bell) and a world class teacher. Put your best foot forward and you will do well--Best of luck!

An interesting point to be made here, in the tuba world, where there are so few jobs available in tuba education, you will find some of the most world renowned tubists teaching at schools you've never heard of! You'll have a secret pocket of great tuba students in an otherwise unknown music school.
I meant to mention earlier that audition CD's may be hard to come by in terms of the live audition. I'm sure there are some schools which allow for a recorded audition to be mailed in, but quite honestly, most undergraduate programs are going to be more interested in that live interview/audition where recording usually doesn't take place.
