Any music store that does repairs to school instruments should have an ample supply of corks and felts for tuba pistons and finger buttons. Although, they might not want to sell ten cent items over the counter full knowing that they cannot make certain that they are giving you the correct sizes. I could send you some, but I wouldn't guarantee that they are exactly what you require.
Have any of those shops invited you to bring your tuba in? .... or have they simply said that they don't do that kind of work.
If your horn has the original stems, finger buttons, and pistons.... perhaps Bloke or Alan Baer can assist you with some of their products.
