Tuba/euphonium repair in South Carolina?

I don't know Columbia at all. However, if you are willing to drive 90 min to Charleston, Chris Bluemel is a fantastic repairman.
I have referred a number of tubists and trombonists from other orchestras or from the Spoleto USA festival and Bluemel has always provided them with the best service and quality of work.
