Never saw anything like these before. Are they intended for emergency repairs during the marching season?

Those clamps hold the brass valve section to the fiberglass body of a sousaphone. Those appear to be for a Conn 36K... the fiberglass version of the Conn 14K. They may work on a Conn 22K, too.

What 'tinker said. Instead of traditional soldered bugle braces, you can't solder or glue to fiberglass easily. So the makers developed a bracket system for fiberglass souzys. Also make sure the "O" ring in the socket where the brass ends and the fiberglass begins is in good shape and the brackets are not overtightened, or not tightened in proper turn, order or amount, which could cause the brass male end coming from the valve block to not square up and line up properly with the fiberglass female end of the bugle. I've taken apart and fixed from either lack of maintenance or improper maintenance way too many to help guys keep marching when stuck in a pinch over the years.
