Here's a few ideas (good or not is in the eye of the beholder):
Rhapsody for Bass Trombone (or tuba) and String Orchestra - Eric Ewazen
Concertino for Tuba - Thom Ritter George
Tuba Concerto - John Glenesk Mortimer
Concerto for Tuba and Strings - Arild Plau
Concertino Op. 77 for Tuba and String Orchestra - Jan Koetsier
Suite No. 1 for Tuba and Strings - Barton Cummings
Tuba Beguine (1998) for Solo Tuba and String Orchestra - Katrina Wreede
Concertino for Tuba and String Orchestra - Arthur Frackenpohl
Falstaff Concerto - Bernhard Krol
Hangin’ from the Strings - Paulo Perfeito
Nocturne - Anthony Plog
Aria con variazioni - Thomas Stevens
Variations in Olden Style - Thomas Stevens
Many others arranged by Oystein Baadsvik - check his site
I'm sure I missed several others...I assembled this list with a quick Google search and about 10 minutes of cutting and pasting. You could also arrange (or have arranged) a "standard" like the Vaughan Williams. The Bozza Concertino has only a few solo winds + strings.
